County Attorney Brad Miller Leads Formation of Statewide Sex Offender Oversight Board

Accountability for Sex Offenders Starts Tuesday Spearheaded by the Pinal County Attorney’s Office

FLORENCE, AZ – Pinal County Attorney Brad Miller announced today that the inaugural meeting of the State-wide Arizona Sex Offender Management Board will be held on Tuesday, October 7, 2025, at the Arizona State Capitol.

The creation of this board follows legislative efforts spearheaded by Beth Goulden, a member of the Pinal County Attorney’s Office, who was instrumental in drafting and advancing the bill that established the board.

“This is a critical step forward for public safety and for creating consistency across the state,” said County Attorney Miller. “The purpose of the Board is twofold: to provide timely recommendations to lawmakers and I am hopeful some can be ready for this legislative session, and to begin the important work of developing clear standards for the supervision and treatment of sex offenders across Arizona.”

In August, County Attorney Miller held a press conference – Senate GOP Press Conference on Sex Offender Management Board – with Senate President Warren Petersen and Senator Shawnna Bolick to highlight the funding provided to the Arizona Department of Public Safety to support the Board’s work. At that time, County Attorney Miller also thanked Senator Bolick for sponsoring and championing the legislation, recognizing her leadership in advancing this vital initiative.

“This legislation is not only important, it is essential for the safety of Arizona families, promoting public safety,” added County Attorney Miller. “The sooner we can come together, the sooner we can create policies and standards that protect victims, hold individuals accountable, and provide standards for treatment to safeguard every Arizona community.”

The Arizona Sex Offender Management Board will bring together prosecutors, law enforcement officials, victim advocates, treatment providers, probation leaders, and other stakeholders. Its mission is to ensure that supervision and treatment practices are not only effective but also enhance community safety.


The October 7 meeting at 1:30 p.m. is open to the public.
