Council advances notice requirement for water disconnection fees

Casa Grande moved closer to charging delinquent sewer customers new disconnection fees, with the City Council approving October 6 a public notice that begins a required 60-day review period.
The council voted unanimously to authorize staff to issue the notice of intent, which state law requires before any rate increase can take effect. Approval of the notice initiates the legal process but does not commit the council to adopt the fees.
Public Hearing Set
Robert Aldous, Assistant to the City Manager, explained that state statute requires the city to hold a public hearing before adding fees to its schedule. The hearing must occur at least 60 days after the city issues public notice.
Residents can attend the public hearing December 15, 2025, at 7:00 p.m. in the City Council Chambers at 510 East Florence Boulevard. A written report supporting the rate changes will be filed with the City Clerk and available for public review at least 30 days before the hearing.
What Happens Next
The proposed rate changes would pass disconnection and reconnection fees directly to delinquent customers rather than spreading costs across all ratepayers. The agreement cannot take effect until Arizona Water Company receives regulatory approval from the Arizona Corporation Commission, a process that typically takes three to six months. Once approved, the city plans a public outreach campaign before beginning disconnections.
The December public hearing will allow residents to comment on the proposed pass-through fees before the council makes a final decision on whether to adopt any, all, or modified versions of the proposed fees.
